Neither could be classified as a bsom bud.fly of the chief executive. Now, what does all this mean? Is the Governor's "move the Capitol" idea a stroke of genius or a fizzle? It is too soon to tell. But in the meantime, Gov. Bill Waller is like Ole Man River. He just keeps rolling along.
